DESCRIPTION:Stand up for New Oil and Gas Protections\nAfter nearly a decade in the making\, Colorado passed major oil and gas reforms in 2019 affirming that its agency\, the Colorado Oil and Gas Conservation Commission (COGCC)\, will place health\, safety\, and the environment before industry profits. \nNow\, the COGCC is holding a series of upcoming rulemakings required by these legislative reforms. These rulemakings will create new policies surrounding the COGCC’s new mission\, alternative location analysis\, and cumulative impacts analysis. \nThe COGCC is hosting a stakeholder outreach meeting in Durango on Friday February 21st to provide an overview of these rulemakings and take public comment. Your voice is critical to the outcome of these new rules- come tell the COGCC that Coloradans want new oil and gas policies that prioritize health\, safety\, and the environment! \nBackground Information\nTo fulfill their new mission\, the COGCC is updating the rules and regulations governing the oil and gas industry. The COGCC was also directed to create and implement two new forms of analysis that will ensure their permitting decisions fully account for the protection of our health and safety\, the environment\, and wildlife. \nThese analyses are known as Alternative Location Analysis\, which requires operators to propose alternative locations for development that will minimize impacts to health\, safety\, and the environment\, and Cumulative Impacts\, which requires the COGCC to take a holistic view of the impacts of drilling in the immediate\, short\, and long term to a wide range of topics related to health\, safety\, the environment\, and wildlife. \nTips For Public Comment\nTell the COGCC who you are and where you live\, and be sure to personalize your comments! You are an expert on your own story- talk about why you care about this issue and how you are personally impacted. \nTalking Points: \n\n\n\nAll rules must be statewide in order to protect all Coloradans. DESCRIPTION:The Colorado Air Quality Control Commission (AQCC) is holding a Durango hearing on strengthening methane regulations from the oil and gas industry. Strong new rules are vital in order to reduce emissions\, protect our health\, and curb climate impacts. \nFive years ago\, Colorado became the first state to directly regulate methane pollution – an extremely potent greenhouse gas – from the oil and natural gas industry. Since the rules were adopted\, Colorado’s economic growth has exceeded projections\, proving that smart environmental policy can go hand-in-hand with economic prosperity. But the old rules aren’t enough- Colorado needs new protections that reduce emissions to safeguard our health and our environment. \nIt’s time for Colorado to take this crucial leadership to the next step. This summer\, Gov. Polis signed SB 181 into law – officially directing the Air Quality Control Commissions (AQCC) to further minimize pollution from oil & gas facilities. Now\, you only have a limited amount of time to speak up before a new rule is finalized. \nThe proposed new rule is a step up: It’s expected to cut pollution from thousands of low-producing wells statewide\, develop a first-of-its kind standard for cutting pollution in the transmission & storage sector\, and create new methane emission reporting requirements for oil & gas producers. \nThis won’t happen without your support! Come tell the AQCC that Coloradans on the West Slope want strong new rules that prioritize health and environment! \n  \nTalking Points: \nClimate Change\nMethane is a powerful greenhouse gas\, 84 times more powerful than carbon dioxide and responsible for about 25 percent of the climate change we’re already experiencing. \nHere in Southwest Colorado we are especially vulnerable to the devastating impacts of climate change\, from frequent and severe wildfires to decreased snowpack\, earlier spring melting\, and less water during the growing season. The impacts affect all aspects of Colorado’s economy and way of life. \nPublic Health\nHere in the Four Corners we live under a giant methane cloud that compromises our health.  Air pollution from the oil and gas sector is a statewide problem that needs statewide solutions. Oil and gas operations contribute to poor air quality on the West Slope: La Plata County received an “F” from the American Lung Association for ozone pollution. \nCosts\nWhen oil and gas companies waste natural gas by deliberately burning it\, releasing it into the air\, or by not fixing leaky equipment\, Colorado taxpayers lose out on hundreds of millions of dollars in royalty and tax revenue each year.

DESCRIPTION:Communities living near oil and gas wells already suffer the effects of poor air quality due to venting and flaring of toxic are emissions\, increased rates of cancer and asthma\, and unsafe traveling conditions – now the Bureau of Land Management (BLM) is planning to lease even more land for oil & gas development. \n  \nIn the Greater Chaco region\, over 90% of public lands are leased for oil and gas drilling. Development of oil and gas wells in this region will require more water\, release more pollution\, and pose more intensive environmental and health impacts. DESCRIPTION:Special Hearing: Hilcorp’s Double  Drilling Request\nMonday\, November 19th\, 9 am\nNew Mexico Oil Conservation Commission\nPorter Hall\, 1st floor\, Wendell Chino Building\,\n1220 South St. Francis Drive\, Santa Fe\, New Mexico\n  \nAs you may have heard\, Hilcorp is requesting approval from the State of New Mexico’s Oil Conservation Commission to double the density of allowable wells in the Blanco-Mesaverde Gas Pool in San Juan and Rio Arriba Counties. That could mean an additional 8\,000 new wells and recompletions in northwest New Mexico.  Communities in San Juan and Rio Arriba counties already are overwhelmed by oil and gas. Northwestern New Mexico is home to more than 40\,000 oil and gas wells as well as ancillary compressors\, processing plants and pipelines. \nNo analysis has been done on the impacts of  doubling the well density. We’re additionally concerned because approval of this request would circumvent the current public process required when an exemption to the well density is requested. \nWhat can you do?\nCome to the meeting! Speak out against this request! There will be apublic hearing on the issue November 19th where the New Mexico Oil Conservation Commission will be making their decision. The public is invited to provide comment and San Juan Citizens Alliance will again be attempting to persuade the commission not to approve Hilcorp’s request. It is critical for the commission to get feedback from the public. \nCan’t make it? Submit comments against the proposal to florene.davidson@state.nm.us. Below are some suggestions for talking points. Please edit and adapt as you see fit. \nTalking Points\nThese are some suggestions for public comments either in person at the hearing or to submit via email to florene.davidson@state.nm.us. \nPublic Input\nAs a public agency\, NMOCC has both the regulatory authority and the duty to consider the concerns of the public about applications brought forth before the commission. \n\nAs a member of the public I am deeply concerned about how this application would affect public health and the environment. In particular\, I am concerned about the potential of this proposal to impact water resources\, to create additional surface disturbance and landscape fragmentation\, and to negatively affect to air quality and contribute to climate change. Disregarding the concerns of  San Juan and Rio Arriba county citizens by NMOCC concerning the magnitude of Hilcorp’s well density change application would be extremely troubling.\nSan Juan County is already on the cusp of exceeding safe ozone levels and oil and gas development is a major contributor to the Delaware-sized methane hot spot that is a black eye on New Mexico\, the oil and gas industry\, and the nation as a whole. I am concerned about whether Hilcorp is taking adequate steps to capture methane while drilling new wells or doing recompletions. Doubling drilling will certainly result in declining air quality that will affect 13\,000 kids and adults in San Juan County who struggle with asthma.\n*If you are a resident of San Juan or Rio Arriba Counties\, include specifics about how you have been impacted by oil and gas. The NMOCC is particularly interested in hearing about impacts to property.\n\nLack of Impact Analysis\nThe Bureau of Land Management’s 2003 Resource Management Plan for the Farmington Field Office is out of sync with this proposal for double drilling in the Blanco-Mesaverde gas pool. This proposal warrants a new process of comprehensive environmental review and public consultation to ensure that any negative impacts to communities\, correlative rights\, environmental and cultural resources are mitigated. \nHilcorp\n\nHilcorp is a bad faith actor with a history of violations in other states. In New Mexico\, I am deeply concerned about whether Hilcorp’s recompletions in the Blanco-Mesaverde are in compliance with EPA rules that require green completions to capture methane.\nI am concerned about whether OCC provided enough public notice for those members of the public who are affected to know about and be able to attend this hearing or the September 13 hearing. Since then\, Hilcorp has made misleading and confusing statements in the media about the scope of this application. Hilcorp has suggested that this application is only about re-completions\, but there is nothing in the application that limits Hilcorp or other operators to recompletions. DESCRIPTION:We’re teaming up with the Fort Lewis College Environmental Center in October to co-host one of our favorite local gatherings! Come on out for great company\, a cold beer (or root beer!)\, and some inspiration about what our two impressive organizations are doing to make this corner of the world a better place. \nSJCA is proud to sponsor Durango Green Drinks\, an informal monthly gathering organized by the Sustainability Alliance of SW Colorado. A fantastic group of sustainability-minded local non-profits sponsor the event and rotate responsibilities hosting it. It is a fun and relaxed opportunity to connect\, chat\, network\, and be inspired. Brief announcements are followed by short presentations by host organizations\, which rotates monthly. There is plenty of time to network and catch up with friends. Green Drinks is non-partisan. \nAs always\, Green Drinks is held on the last Thursday of the month in the back room of Carver Brewing Company from 5-6:45 pm. \n

We see recent and upcoming changes in the energy industry as huge opportunities for our community. We can finally work to protect health and the environment and boost our local economy at the same time. \nThis Sunday join us to discuss economic diversification and transition opportunities for the Four Corners. Our Animas Riverkeeper\, Marcel Gatzambide\, will also present on his recent work. \nRefreshments will be served and we will make time for a robust Q&A.
